Alison Blom-Cooper JP MRTPI

Director

Alison Blom-Cooper has wide ranging experience of planning projects and the management of planning services, having worked in local government and the private sector. She has undertaken interim management for planning and regulatory functions; spent 15 years investigating complaints for the Local Government Ombudsman and 5 years as a consultant planning inspector determining appeals for the Planning Inspectorate.

Since joining Addison & Associates in 2002 she has worked on a number of projects for the ODPM/CLG including the review of planning fees, evaluation of the planning delivery grant, a review of performance on major applications and formulation of best practice guidance on the validation process. Recent projects include benchmarking the costs to applicants, a review of costs and fees and a review of the national planning performance indicator. Work has also been undertaken for individual local authorities e.g. review of their planning services or specific aspects such as compliance monitoring, enforcement policy, drafting planning protocols and reviewing decision making structures. Recent work for the Planning Advisory Service has included managing and delivering the direct support programme including member training, project management and developing a common spatial vision, the LDF Diagnostic process and managing the BVPI 109a diagnostic programme. Alison is an experience facilitator, trainer and speaker and has worked on regional seminar series including infrastructure planning and delivery, a development management seminar series and undertaken a wide range of member training.

Karen Moore

Principal Consultant

Karen Moore is a Principal Consultant specialising in business analysis, interim, project and programme management and improvement in public services. She has recently completed a thoroughly enjoyable Interim Manager position at the West Northamptonshire Joint Planning Unit where she designed and progressed delivery of the LDS for the partnership by producing the LDS, supporting the work programme and the project team.

She is an experienced facilitator and trainer delivering these services to wide ranging audiences. Karen has a strong interest in the practical delivery of high standards of sustainable development through the planning process using multidisciplinary skills. She has a creative ability to develop ideas into workable solutions coupled with the practical skills and tenacity to deliver the required outcomes.

Anna Addison

Director

Anna Addison has worked for Addison & Associates for 11 years. She has undertaken research - desk top research and surveys as well as case study interviews - for national and local projects in the fields of transport and environment particularly focusing on issues of sustainability. Anna is currently working on research into a new Planning Performance Indicator for CLG and recently was involved on research for DfT/CLG publication Good practice Guidelines: Delivering Travel Plans through the planning process; the CLG assessment of the validation requirements of English planning authorities; and the review of the 5 year land supply assessment for CLG.

She undertakes facilitation at events on issues such as the LDF Core Strategy and travel planning. She also managed the roll out of the development management seminars on behalf of PAS. She has supported senior consultants on the LDF and DM diagnostic assessments and the PAS direct support projects through managing the programmes and undertaking desk based research on the authorities involved. She has considerable knowledge of the issues around climate change and is an environmental scientist by training.

Christine Sarris

Principal Consultant

Christine Sarris is a senior planning consultant and an experienced planner. She works with local authorities to improve services, efficiency and build confidence in new ways of working. Her work is complimented by research studies to support the development of planning processes such as performance frameworks, service reviews and environmental impact assessment.

Prior to joining Addison & Associates from the Government Office East Midlands Christine had been guiding authorities in Northamptonshire to look at new ways of working effectively. She has closely liaised with local authorities and agencies to look at water and highway infrastructure phasing against housing trajectories, encouraged key partners to work together to identify funding for infrastructure and to put in place a delivery plan as part of core strategy. Christine focuses on finding ways to enable sustainable development and has been responsible for reviewing the performance of local authorities in both forward planning and development management. She has spent several years as a team leader managing city centre development in Leicester and Nottingham.

Office Manager/ Projects Coordinator

Satpal joined Addison & Associates in 2006 as Office Manager/ Projects Coordinator. As project coordinator her duties and skills include client liaison, technical support, research, financial budgeting, resource management, sourcing and enabling e-solutions and web development.

Recent projects include assisting in: costs and benefits of EIAs, analysing of responses to two consultation papers: draft heritage PSS and the other relating to Houses in Multiple Occupation, research and designing & analysis of questionnaires for Phase 1 & 2 for Market Analysis for Potential Inspectors for the Planning Inspectorate, managing the Local Development Framework (LDF) diagnostic and LDF member training contracts for the Planning Advisory Service (PAS); developing a model for zero based budgeting and identification of future resource needs for the London Borough of Enfield Chester, Newham and Nottingham and support for a collaborative working project for Blackburn with Darwen & Hyndburn Borough Councils. Satpal has considerable experience of manipulating and analysing complex data.

She has also developed e-solutions for the remote working of Addison & Associates employees including developing and maintaining the company’s website.

Lynda Addison OBE

Managing Director

Lynda Addison is a planner with some 40 years experience and a former chief officer including Director of Planning and Transport in Hounslow. She has substantial experience of initiating and evolving collaborative working arrangements on a wide range of issues and strategies within local authorities, and with public and private sector partners, and delivering change. She currently leads the LDF diagnostic evaluation for PAS, and service reviews for authorities across a wide range of services. She has led on best practice reviews for the government e.g. on travel plans and planning, improving development management services, and identifying a 5 year land supply. She has substantial expertise in developing strategy, policy and delivery plans; and designing and delivering capacity building/training modules e.g. for PAS, DfT, ODPM, as well as for individual local authorities, to meet their particular needs. Lynda is an experienced facilitator and been engaged by CLG, DfT and the PMDU amongst others to undertake this role particularly in areas of potential controversy. She advises on all aspects of planning, sustainable transport and management of services.
